Terrorism is the systematic use of terror, often violent, especially as a means of coercion. Terrorism almost always involves the indiscriminate use of violence against non-combatants to gain publicity for a group, cause, or individual. Acts are typically designed to maximize fear & publicity, usually using explosives or poison. There is also concern about terrorist attacks employing weapons of mass destruction.

Response to a terrorist act is likely to fall along the lines of response to the type of violence (biological, chemical, nuclear, radiological, explosive, high-mechanism, computer, etc.) used with a very large law-enforcement response in-kind due to the criminal nature of the act.
