Drought occurs when very dry weather lasts long enough to produce a serious imbalance in water supply & demand. The severity of a drought depends on the degree of moisture deficiency, the duration, and the size of the affected area. Typically preparedness & response to drought involves conserving water.
In response to drought conditions, the City may enact water conservation measures that limit what you can do with water supplies both from municipal sources AND from your wells (because the municipal system is fed by the same groundwater sources).
